November 2013 Board Minutes


Board: Maggie Jones, Susan Jamerson, and Don Ulrey were present, Cathy Winterrowd and Mike Barr were absent.  PSG Management: Larry Edwards and Susan Keene were present.
October Minutes were approved.  Don Ulrey, treasurer’s report:

Social Committee Report: Christmas Party will be Saturday, December 14th, 2pm. – 4 pm.
Resident Neta Stewart passed away, a memorial brick will be purchased.  .
Landscaping:     Memorial Bricks for Shade Garden are still available for $50.00.
PSG is planting trees to replace dead Ash trees.  Hawthorn bushes to be planted the end of November or December.        
New Business/Old Business:  Maggie thanked Bill and Suzie Jamerson for placing American flags in the Memorial Shade garden for special occasions (Veterans Day, Memorial Day, July 4th, Labor Day).  Maggie also praised Avon community school system for their programs honoring veterans.   Resident questioned board about sidewalk for Lakewood Ct.  Cathy Winterrowd will provide update when available.   Resident questioned board about forming a neighborhood crime watch.  No interest at this time.   Vacant condo on Waterford Ct has been sold. New owner plans on renting the condo.  There are no restrictions on the number of condos that can be rented.   Friendly reminder: Ice melt has been distributed by PSG please use when necessary.   There will be no HOA meeting the month of December.   The meeting ended on a happy note….Susan Keene left everyone laughing by telling a joke.

October 2013 Board Minutes

Meeting called to order at 7 pm and Pledge of Allegiance was recited by all.
Board: Maggie Jones, , Susan Jamerson, Cathy Winterrowd, Mike Barr and Don Ulrey were present.  PSG Management: Larry Edwards and Susan Keene were present.
September Minutes were approved.  Don Ulrey, treasurer’s report:

Social Committee Report: Christmas Party will be Saturday, December 14th, 2pm. – 4 pm.  .
Landscaping:   Landscape bricks around common areas are complete for this year. A few remain for next spring.   Memorial Bricks for Shade Garden are still available for $50.00.      
New Business/Old Business:   Questions concerning the budget were raised and answered. ie: Monies for mailboxes is to replace posts not mailboxes.  Monies for painting ($5000.00 more) is due to more buildings being painted next year. Monies for concrete is to repair driveways that are becoming a safety hazard.  The increased HOA fees were due to needed repairs and services and not necessarily to be added in reserve funds. Fertilizing to be done this month. (completed at time of this letter).  Seeding and aeration to be done on only front and side yards. (completed at time of this letter).  One edging of lawns was deleted to save on expenses. Weed spraying on driveways and flower beds are done by PSG on a as needed basis.  We are now scheduling $400.00 a month to go into the reserve fund. Clubhouse rental fees are reported on the financial report as income and is not a budget item. Exterior maintenance, gutter cleaning, will be completed with painting schedule. Gutter replacement would be done with roof replacement. Electrical bill for clubhouse is high due to being all electric, no gas heat. Voting for budget was approved. Bid obtained from Sandoval for individual mowing of yards was $70.00. This was rejected by the board. PSG will discuss with Sandoval the placing of snow piles in cul-de-sac center rather than front yards where possible. Tree removal and planting and bushes along boundary will be done after second hard freeze.  No aeration next year.  Citizens Energy Group, Utility Shield protection for water, sewer, gas, and electric line coverage call 1-888-544-4541 for customer service.

Social Committee Report: Welcomed to our community Anne Inman/Nancy Fitzgerald. Suzie also read Thank You card received from Mrs. Jarret to Waterford residents and welcomed her back from her surgery.  Clubhouse carpet was cleaned on Wednesday the 18th.    Discussion with Avon Fire Department concerning the use of charcoal / gas grills in garages:  Susan Keene reported our insurance company; Nationwide mandates no grills should be used within 10 feet of the condos. Avon Fire Department recommends the same policy, and they noted danger in carbon monoxide buildup in a closed garage with charcoal.  Larry Edwards recommended that all propane tanks be stored outside. Any fire damage resulting from the use of a grill will be the responsibility of the home owner.  Informed the community of the Utility Shield protection plans offered through Citizens and Vectren regarding indoor electrical, water, sewage and gas line problems/ and outdoor water and sewer lines. Contact Citizens Water for more information, 1-888-544-4541.   October of last year the budget was presented- the budget for next year 2014, will be discussed at our next meeting October 17th.
Landscaping: Electrical for fountain on Waterford Ct pond is complete. Fountain will be installed next year. Bricks for sale for Shade Garden are $50.00 each. Bricks have been purchased to be placed around the remaining common utility areas. Blue bird houses are built and will be placed on posts in March.  Residents are receiving notices from Duke about the over growth on utility boxes. Duke stated no plantings around or close to boxes are allowed. Question raised about aeration: Larry Edwards (PSG) replied we are unable to aerate due to lack of rain at this time.     
New Business:     Complaint heard regarding our mowing schedule. Discussion was held regarding the “as needed” mowing schedule. Larry Edwards will discuss possible solution with Mr. Sandoval.

Social Committee Report: Susan Jamerson reported Ice Cream Social was a success. Thank you for celebrating all residents birthdays and for the fun and memories.  Susan introduced our new resident “Gloria Genrich”,  218 Lakewood Ct.    Thank you to Virginia Linville for her complimentary thank you card to the HOA board members.  
Landscaping: Bricks to be purchased for edging of common areas.  High grass around ponds to be mowed only once a month.  Dead Ash tree on Lakeview Ct to be replaced in the fall.  Hawthorne bushes to be planted in the fall along fence line between us and Austin Lakes.
New Business:   Gutters will be cleaned in the fall by PSG.     PSG will provide a splash block for resident on Lakewwod Ct.    Electrical service for new fountain has been installed on Waterford Ct.    Complaint issued for fountains not being centered in ponds. PSG will monitor placement of fountains with ASAP next spring.  Cathy reported 11 participants for our garage sale last month.
Cathy also reported that a sidewalk for Lakewood Ct is on the Avon town agenda per Ryan (town council).    Four homes reported vandalism on Waterford Ct.  Suggestion was made by resident to have motion sensor lights installed. This is a home owners responsibility.   Please report any vandalism or trespassing (non-residents fishing in our ponds) to the Avon police.  Avon leash law requires all dogs should be on a leash.  Remember to pick up after your pet no matter where they may mess.

  • Architectural Report: Mike Barr approved one request.
  • Social Committee Report: Susan Jamerson reported Ice Cream Social will be Saturday, August 10th. Please mark your calendars.
  • Landscaping: lawn sprinkler system to be installed for the west side of the clubhouse by volunteers, keeping expenses to a minimum. Cathy will check with the town of Avon on the installation of a sidewalk for Lakewood Ct.   David Jones donated trees  for common area and flowers for the Shade Garden. Cathy Winterrowd will donate flowers for the south entrance and is requesting help with the planting. Don Bosma suggested  planting perennials. Larry Edwards, PSG still needs to replace Ash trees. Larry Edwards assisted in cutting down two evergreens with Bill J removing the trees.  Suggestion made to mow residents lawns first when rain threat is in the area before mowing lawn on Dan Jones Rd. Larry Edwards will present this to Mr Sandoval.  Residents complimented the mowing that is being done by Mr Sandoval’s crew.  New mailboxes have arrived and will be installed by volunteers. (note: mailboxes were installed Monday , May 20th)
  • Eaves pulling loose from some condos. PSG will repair.
  • Don Bosma received estimate for gutter cleaning of $3400.  Will have company send HOA a written estimate.
  • Tree trimming : President Maggie Jones apologized for not informing residents of recent tree trimming, but reminded residents, any tree/bush outside of residents private flower beds is HOA’s responsibility to trim and care for.
  • Complaints received about trash cans or bags being placed by curb days before trash pickup day. Please refrain from doing so. Notify PSG if problem persists.
  • Reminder:  Please pick up after your pets in yard and common areas.
  • Complaint of gas order on Waterford Ct to be checked by PSG.
  • Complaint received concerning the number of pets allowable per condo.
  • Garage Sale Interest?  Interested residents contact Cathy Winterrowd.
  • No solicitation allowed in Waterford Lakes. Notify Avon Police if solicitors persist.
  • Trailer on Crystal Ct has been removed.

  • Following the meeting Larry Edwards informed board members trimming of bushes to be scheduled possibly by the second week of June.
