November 2016 Board Minutes


Waterford Lakes HOA Meeting Minutes 17 November 2016

Meeting was called to order.  Board members present were Maggie Jones, Don Ulrey, Caroline King and Jo Grimes.  Present from PSG Management were Larry Edwards and Susan Keene.

Secretarial report:  October meeting minutes were approved as written.

·      Financial:  Although we had a loss in October, we are still ahead of budget.  We had unexpected expenses for tree removal and the fertilization which was approved by the Board during the budget meeting.
·       Architectural:  New architectural guidelines will be ready for distribution in advance of our January meeting.  The Board thanked the committee for all their hard work.
·      Social:  Don’t forget to volunteer to go caroling on 16 December.  You may contact either Geri Conway 317.506.9344 or Janell Miller 317.506.0758.  We received a nice thank you note for our business from Sandoval.
·      Old Business:  There continues to be conversation about geese control.  The difficulty arises as the geese get used to scare tactics and they have been very clever about getting around our attempts to block their access to the ponds.
·      New Business:  Gutters will be cleaned again once the leaves have fallen.  There were many questions about the roofing project.  The Board advised that the cost to roof each building will be approximately $12,000 and we will roof eight buildings per year and three the last year.  The clubhouse will also be re-roofed.  Old shingles will be torn off, substructure inspected and repaired, as necessary, and new 40-year shingles installed.  We expect to complete the project in less than eight years. We expect an increase in the cost to mow in 2017 but have not yet seen the contract.  We have not signed a new contract for lawn service and snow removal and we increased the budget by 15% to make sure it was covered.  After a good discussion of the items in the proposed 2017 budget, it was accepted by a show of hands.

October 2016 Board Minutes


Waterford Lakes HOA Meeting Minutes 20 October 2016

Meeting was called to order.  Board members present were Maggie Jones, Don Ulrey, and Jo Grimes.  Present from PSG Mgmtt were Larry Edwards and Susan Keene.

Secretarial:. September meeting minutes were approved.

Treasurer’s report for September activity:

·      Financial:  We are in the black and at 65% of budget.  We will use some of our extra funds to repair the clubhouse door and replace the missing fountain.
·       Architectural:  The two bricks missing from the shade garden have been replaced.  Don’t forget, bricks are still for sale.  They are a nice memorial. The Committee continues to work on the guidelines. 
·      Social:  Nancy Fitzgerald had surgery and is doing well. Max Wineman was in rehab and doing nicely.  Richard Armstrong fell and may have a broken leg.  We would appreciate suggestion for activities.  We’ll have a pancake breakfast in Jan or Dec.  Limber up those vocal cords to go caroling in Dec.  Volunteer by contacting either Geri Conway 317.506.9344 or Janell Miller 317.506.0758.
·      Old Business:  PSG has completed the bush trimming for the year.  We want to thank Dave Richardson for purchasing and planting shrubs.
·      New Business:  The Board met to establish the 2017 budget and a copy will be mailed by PSG to all homeowners.  If your driveway has cracks that need to be sealed, please advise PSG.  We are considering starting a maintenance committee to handle small chores and members would have shirts to identify them.  The clubhouse is open to all residents and their families for parties and events.  We would like for the clubhouse to be self-sufficient.  The fee is only $50.  Please contact PSG to rent it.  Ann Inman proposed that the Board change the acceptable styles for replacement of storm and front doors as the current storm doors with grates have become obsolete.  She will submit an Architectural Request to start the ball rolling.  Residents may, of course, keep their current doors.  Attendees to the HOA have a chance to win a$10 gift card so be sure to come.  We are considering building an email list to distribute minutes.  If you want to receive minutes via email, contact Brandon at PSG.

Waterford Lakes HOA Meeting Minutes 15 Sep 2016


Meeting was called to order.  Board members present were Maggie Jones, Don Ulrey, Caroline King, and Jo Grimes.  Present from PSG Management were Larry Edwards and Susan Keene.

Secretarial:. August minutes meeting were approved.

Treasurer’s report for August activity:

·      Financial:  We had a loss last month as we caught up the roofing reserve. However, we are at 57% of annual budget so we’re doing well.
·      Architectural:  Caroline reported that the Committee is making good progress on the Guidelines and hope to present them soon.
·      Social:  Nancy Fitzgerald was in the hospital.  The ice cream social was well attended and enjoyable. Thanks to all who contributed their time and brought delicious treats.
·      Old Business:  We discussed the roofing schedule which is posted in the clubhouse.  Re-roofing will start in 2017 and we are scheduled to complete six buildings a year in the order in which they were built.  The time frame to complete is about eight years.
·      New Business:  There was a question regarding whether we were going to let the grass around the ponds grow as a way of controlling the geese.  The Architectural committee will review DNR suggestions.  We will be doing the Fall fertilization and weed control application soon.  We are checking to make sure all the shrubs have been trimmed.  Please let PSG know if yours were not.

The Board has decided not to fill the empty Board seat until the 2017 elections.

Waterford Lakes HOA Meeting Minutes 18 Aug 2016


Meeting was called to order.  Board members present were Maggie Jones, Don Ulrey, Caroline King, Jo Grimes and Suzie Jamerson.  Present from PSG Management were Larry Edwards and Susan Keene.  Caroline is our new Board member until the next general election in April.  July minutes meeting were approved.

·      Financial:  We had a very small loss last month.  However, we continue to be within budget for the year.
·      Architectural:  Caroline King is our new Architectural/Landscape Committee Chairperson.  Other members are Richard Conway, Ann Inman, Shirley Stempson, Donna Wolf, and Dave Richardson with Larry Edwards as a consultant.  She reported that the Board is of writing Guidelines which will be helpful to the committee in making future assessments and recommendations.  In addition, Bill Jamerson expressed thanks and appreciation to our neighbors who have helped maintain the appearance of our complex including Suzie Jamerson, Joy Shue, Don Johnson, and Geri Conway.
·      Social:  Bobby and Juanita LeMaster have moved to the Westside Garden Plaza Retirement Community.  Sue Barr was in the hospital and flowers were sent.
·      Old Business:  Maggie confirmed that the removal of the goose fence was authorized as it was looking very shabby and not doing anything to stop the geese.  The Board did meet to discuss the concrete walkway at 385 Waterford Lane and that project has been completed.
·      New Business:  An inquiry was made as to when it is necessary to have a membership vote on expenditures and Susan Keene stated that if there was an expense that would cause the total budget to be over $3K the Board would need to request permission from the membership.  We probably will not replace the lights that are not working on the fountain between Waterford Lane.  Grass around the ponds will continue to be trimmed for now and the Architectural Committee will research whether leaving long grass by the pond will help discourage geese.

Unfortunately, Suzie Jamerson has decided to resign from the Board.  We wish to thank her for her nine years of helping our small community be me than just neighbors.  If you are interested in serving for the remainder of her term, please contact the PSG office.

Waterford Lakes HOA Meeting Minutes 19 Jul 2016


Meeting was called to order.  Board members present were Maggie Jones, Don Ulrey, Jo Grimes and Suzie Jamerson.  Present from PSG Management were Larry Edwards and Susan Keene.

·      Financial:  We had a loss last month as we caught up on our contribution to the reserve fund.  However, we continue to be within budget for the year.
·      Architectural:  Board had approved installation of a walkway.
·      Social:  Susie announced the annual Ice Cream Social would be on 20 August from 2 PM to 4PM.  We encourage everyone to attend this fun event.
·      Old Business:  As mentioned last month, the flag on your mailbox is yours to keep so displaying or removing it is the homeowner’s responsibility.
·      New Business:  Minutes from the June meeting were approved.  Maggie advised that Mike Barr had resigned from the Board effective immediately.  We discussed that there is a list of approved trees that may be planted so please check with the Architectural Committee.  In order to ensure that our property continues to look well-kept so in the future, we will advise an approximate date for trimming.  Homeowners should to trim their own bushes or trees in advance of that date.  Bushes not trimmed by the homeowner will be trimmed by the contractor. Trees should be marked so the contractor knows not to trim.
There was also a discussion regarding the board’s approval of a cement walkway that is being installed in the front of a resident’s property.  Concern was expressed whether the Board had followed normal procedures or informed neighbors of the architectural request.  It was decided that the Board would review their decision to ensure it was in the best interest of the community to allow the resident to proceed.

Town of Avon, IN - 2016 HMA Seal Project

Good Afternoon-

You are receiving this e-mail because you have been listed on the Town of Avon, IN CONA list.  I am contacting you today to make you aware of the 2016 HMA Sealing program that will begin in your neighborhoods on May 2, 2016.  HMA seal is a rejuvenating agent used to extend the life of a road.  The product essentially will soften and create flexibility in asphalt surfaces to prevent cracking.  Total project should be completed within 30 days, weather permitting.

Locations for the 2016 HMA Seal project includes Thornridge, Avon Heights (Avon Parkway, Sycamore Dr, Avondale Dr, and Venable Dr only), Heathermor (Heathermor Dr, Heathermor Ct, Harlekin Ct, Silver Rose Dr, Autumn Faith Way only), Mapleton at Wynne Farms (Section 1), Waterford Lakes, Westover Woods, Lexington Woods, and The Settlement (Waterleaf Dr, Bluestem Ln, Catchfly Dr, Foxglove Dr, Buttonbush Dr, Arailia Dr, Cassia Dr, Seneca Ln, and Valarian Dr only) .  The schedule for application next week is as follows:

·         5/2 (Monday) – Lexington Woods, Avon Heights
·         5/3 (Tuesday) – The Settlement, Westover Woods
·         5/4 (Wednesday) – Heathermor, Waterford Lakes
·         5/5 (Thursday) – Thornridge, Mapleton at Wynne Farms

Please note this is a tentative schedule that can change with weather constraints, equipment issues, daily production, etc.  The contractor will post no parking signs on the street 24-48 hours before applying the product in your neighborhood. 

The contractor applies sand on the street after the HMA Seal application to help with vehicle traction while the product is curing.  Applied sand will be swept no later than 2 to 3 days after the product has completely cured.

Waterford Lakes HOA Annual Meeting Minutes April 2016


Meeting was called to order at 6:30 PM and the Pledge of Allegiance was recited by all.

Board:  Maggie Jones, Mike Barr, Don Ulrey, Cathy Winterrowd and Suzie Jamerson were present.  PSG Management:  Larry Edwards and Susan Keene were present.

Minutes from the March meeting were approved as well as last year’s annual minutes.

Treasurer’s report for March 2016 activity:

Member elections:  Jo Grimes was elected to the Board to replace Cathy who is retiring from the Board.  We certainly appreciated her service.

Social Committee: Suzie continues to send our well wishes and visit to residents.  New residents have moved into 252 Waterford Court. Their names are Bob and Nancy Call. Please welcome them to the neighborhood.

The condition of Lake 3 was discussed regarding cleaning up the trash and addressing the algae in the water.  We were advised that the water had been treated and we would see whether that helped.

Please advise if we need to contact any residents whose dogs who are barking to excess or who are not being cleaned up after properly.  We were also reminded that there is a limit of three pets per household, so if you are aware of a problem, please make someone on the Board aware.

West Central Conservancy has advised that they will be cleaning the sewers in our area starting 16 May through 17 June.  They ask that everyone uncap their sewer clean out which is located outside, close to your home.  If you need assistance in removing the cap, please contact PSG at 317-837-9860 for assistance.

The Wednesday Bible study has been canceled. A reminder about flood lights.  Please be considerate and be sure that your flood lights are turned off at night in consideration of neighbors. If you are planting a tree, please be sure to check with PSG to ensure the type and placement of the tree is appropriate.
